Use this free Florida NEMT launch checklist to identify 15 high-level decisions to verify before filing, contracting, hiring or buying a vehicle. It is a readiness diagnostic, not a license application or a substitute for current instructions from the responsible agency, county, payer, broker, insurer or professional adviser.

The paid Florida NEMT Launch System goes further with a detailed state-specific roadmap and editable execution toolkit for organizing the verification, financial planning and launch-control work.

Do not buy the vehicle first.

Confirm the launch county, passenger/service level, operating-authority path, insurance acceptance and payer/vendor path before committing capital.

The 15-point checklist

  1. Choose one launch county

Record the county and every city in which you expect to pick up passengers. Local rules can affect timing, fees, vehicle requirements and insurance.

  2. Define the passenger and service level

Separate ambulatory, wheelchair and stretcher service. Do not treat the word NEMT as a complete service classification.

  3. Confirm the local operating category

Ask the responsible county or city office which certificate, business authorization, vehicle permit and driver credential apply to the exact service.

  4. Resolve the ambulance boundary

If a trip may involve medical monitoring, assistance or stretcher service, obtain a direct classification answer before advertising or operating.

  5. Build a written source record

Save the current official page, form, contact name, date checked and written answer for each unresolved requirement.

  6. Get commercial-auto indications

Quote the actual county, passenger type, vehicle, wheelchair capacity, annual mileage, driver profile and expected payer mix.

  7. Verify vehicle eligibility before purchase

Confirm age, seating, accessibility, lift or ramp, securement, inspection and permit requirements with the relevant county, vendor and insurer.

  8. Map company credentials

List entity, tax, banking, accounting, local business-tax, operating-authority and contracting documents as separate workstreams.

  9. Map driver credentials

Record license, motor-vehicle record, screening, training, county credential and renewal evidence required for each planned channel.

  10. Map vehicle credentials

Track registration, insurance, inspection, county permit or decal, maintenance and accessibility-equipment records separately.

  11. Identify the payer and trip controller

For Medicaid, verify the current plan, region and transportation vendor. For direct work, identify who authorizes, schedules and pays for the trip.

  12. Obtain written rates and terms

Do not model revenue from a generic Florida average. Use an actual rate sheet or written private-pay/facility terms.

  13. Model the full route

Include loaded miles, deadhead, driver hours, waiting, cancellations, no-shows, fuel, maintenance and tolls.

  14. Model denials, payment lag and reserves

Test how payroll, fuel and insurance will be funded before payer cash arrives and when claims are delayed or denied.

  15. Clear every stop condition

No paid trip until authority, insurance, vehicle, driver, service classification and working-capital gates are documented and satisfied.
